Construction continues to move forward on the Terminal 3 North 2 Concourse (T3N2) project at Phoenix Sky Harbor International Airport, a major expansion effort designed to support the airport’s long-term growth while enhancing the passenger experience at one of the nation’s busiest aviation hubs. The project is currently under construction and is anticipated to be completed sometime in 2027.
EEI was selected to provide commissioning agent services for this important project and supports the City of Phoenix Aviation Department’s Design and Construction Services Division in delivering a fully integrated, high-performance facility. Working under Hill International, the Aviation Department’s owner’s representative for the Capital Improvement Program (CIP), EEI is supporting the successful delivery of this significant expansion at Phoenix Sky Harbor International Airport.
The T3N2 project includes a new six-gate concourse and supporting infrastructure, including aircraft apron improvements, passenger connectors, airfield utility services, and terminal processing enhancements. Project complexity requires extensive coordination among design, construction, and operations teams to ensure building systems function efficiently and seamlessly within the active airport environment.
Sustainability remains a key focus throughout the project, with LEED Silver certification established as a project goal. Ongoing commissioning and construction activities continue to support achievement of this target through enhanced verification of HVAC, electrical, lighting controls, domestic hot water, renewable energy, and building automation systems, along with other energy-related systems. Efforts also include energy performance oversight, integrated quality assurance processes, systems manual development, training verification, seasonal testing, ongoing commissioning planning, post-occupancy review activities, and enclosure commissioning activities aligned with LEED v4.1 Enhanced Systems Commissioning and Envelope Commissioning requirements.
EEI’s commissioning team continues to work closely with project partners, including Pinchin, which provides specialized expertise in building envelope systems and passenger boarding bridges. These technical contributions support focused oversight of complex, mission-critical components of the project.
Through comprehensive testing, coordination, and validation efforts, EEI and its partners are helping deliver a modern, resilient concourse that will expand airport capacity, improve operational performance, and create a more efficient and comfortable travel experience at Phoenix Sky Harbor International Airport, America’s Friendliest Airport®.
